Helping the Big Society

At my surgery over the weekend a constituent makes a suggestion to help the Big Society:

"Why not cut the amount that the government takes off working people in taxes?  That'll make society bigger right away."

A long time advocate of localism and decentralising power, I've one or two ideas on how to make it happen.
