How's all that localism coming along?

The new model Tories are robustly localist, while Lib Dems have been banging on about giving town halls more power for years.  In other words, there's plenty of scope for pan-Coalition agreement.

So, how much progress has the Coalition actually made on decentralising power?  A bit patchy, suggests Peter Oborne in the Sunday Telegraph.

The policy magpies need to implement The Plan, not imitate it.
