New French treaty, old sofa politics

When he launched the Democracy Taskforce, a couple of years back, David Cameron seemed keen to reform Crown Prerogative, so that government could not make treaties without okaying it with Parliament first.  In May 2009, he said “We should also limit the use of the Royal Prerogative, so Parliament is properly involved in all big national decisions”.

Today it seems a treaty was signed with France, which will commit us to a long term alliance for decades.  I simply don't know if this is a good thing or not, since the Commons only got to hear about the Anglo-French deal as a fait accompli. 

Perhaps they debated it on the sofa first?
