The six point Europe policy

1. Support Merkozy's plan to "refound" Europe - but insistence nothing major has changed

2. Talk of a "referendum lock" - but never an actual referendum

3. Promises to protect vital national interests - but signing up to rules that'll make it easier for them to be ignored

4. Insistence Britain maintains influence - but backing for a Euro bloc that'll have an automatic majority over most things

5. Recognition of widespread disaffection with the EU - but more of what makes folk so fed-up in the first place

6. Licensed discussion of a "fresh start" on Europe - but appointing Gordon Brown's failed EU advisors to do the deal making

At least there's certain pattern to the incoherence ....
