Who's on the Human Rights Commission?

Following the votes-for-prisoners episode, we were told that there was to be a Human Rights Commission.  Good. 

It's purpose would be to investigate a British Bill of Rights and address growing concerns at the way key public policy matters are decided in courts, rather than Parliament.  Excellent.

But who is actually going to sit on the panel?

I hear rumours that the Human Rights Commission is to contain a clutch of Human Rights QCs.  Might the Commission perhaps even contain Lord Lester, one of the architects of the original Human Rights Act?

If so, then what possible chance is there that the Commission will propose anything resembling radical change?
