I had the same issue with my 1989 C4! It turned out to be a faulty actuator. You can find replacements on eBay or at RockAuto. Hope this helps!

I found a great shop specializing in older Corvettes! They have worked on my C4 before. Check out ‘Classic Vette’ in San Diego. They are pros!
